The president cited Republican Congressman John Ratcliffe’s claim that ‘you can’t have a quid pro quo with no quo.’ Trump’s defense comes after Bill Taylor, the top U.S. diplomat in Ukraine, spent more than 9 hours behind closed doors Tuesday testifying to lawmakers that he was told that $391 million in American military aid to that country was contingent on Kiev putting out a statement they were investigating the Bidens and the 2016 election.
